1. Unrar.
2. Burn or mount the image.
3. Install the game. No other release required to install.
4. Set language using the language selector. Or check crack .ini file.
5. Copy over the cracked content from the /Crack directory on the image to your game install directory.
6. Play the game.
7. Support the software developers. If you like this game, BUY IT!

Só consegui instalar em en_US, depois com o Regedit alterei para pt_BR.

Languages=cs_CZ,da_DK,de_DE,en_US,es_ES,fi_FI,fr_FR,it_IT,ja_JP,ko_KR,nl_NL,no_NO,pl_PL,pt_BR,ru_RU,sv_SE,zh_TW

Se o Dine Out não funcionar ir a The Sims 4/ Game / Bin / RldOrigin.ini e trocar  IID32=1C03A por ETG32=1C03A
